When an insurance company approves a roof repair, most homeowners understandably assume the issue has been settled. The damage was inspected, an estimate was prepared, and money was allocated for the work.

Now the contractor simply needs to complete the repair.

Unfortunately, an approved repair does not always mean a feasible repair.

An insurance estimate identifies what the insurance company has agreed to include in its scope. It does not necessarily prove that the affected roofing materials can be taken apart and successfully tied back together in the field.

That distinction matters because the goal of a roof repair should never be to simply complete the line items listed on an estimate. The goal should be to leave the homeowner with a functional roofing system that is in better condition than it was before the work began.

Sometimes that is not physically possible without expanding the repair.

A Roof Is a System, Not a Collection of Separate Pieces

A roof is made up of shingles, flashing, underlayment, ice and water protection, fasteners, decking, ventilation components, valleys, and roof penetrations. Each component works with the materials above, below, and around it.

Asphalt shingles are installed in overlapping courses. The upper shingle covers the nail strip and fasteners of the shingle below it. This layered installation allows water to travel down the roof without reaching the fasteners or underlying materials.

Manufacturer installation guidance similarly emphasizes that each upper layer must properly overlap the layer beneath it and that roofing fasteners cannot remain exposed. GAF explains the basic overlapping installation process here.

This means replacing one shingle rarely involves touching only that one shingle. The contractor usually must lift the course above it, break the existing seal, locate and remove covered fasteners, remove the damaged shingle, install the replacement, and then restore the surrounding shingles.

The same principle applies when replacing a skylight. A skylight cannot simply be pulled out from above the roof. The shingles surrounding it must be removed so the flashing can be exposed. Only then can the existing skylight and flashing system be properly removed and replaced.

If the surrounding shingles cannot be lifted or separated without tearing, creasing, or losing material, the approved repair may not be constructible as written. From my roofing experience, insurance companies do not understand this.

A Real Skylight Repair That Had to Be Stopped

I recently encountered this exact situation while attempting to begin an insurance approved skylight replacement.

The insurance company had approved replacing the skylights, but the approved scope did not include replacing the surrounding field shingles. On paper, that may have appeared reasonable. The skylights were the affected components, so the estimate focused on the skylights.

In the field, however, replacing them required removing the surrounding shingles.

Before beginning, we identified and labeled every shingle that would need to be disturbed. This gave us a clear record of the planned access area and allowed us to document exactly what happened to each shingle during the process.

We also recorded the entire attempt on video.

As soon as we began trying to separate the first shingles, we discovered a serious problem. The shingles were severely bonded to the shingles underneath them. They would not separate cleanly.

When gentle pressure was applied, material transferred from one shingle to another. Portions of the shingle surface remained attached to the adjoining shingle. The shingles were also so brittle that even slight manipulation caused them to tear.

This was not a matter of working too quickly or using excessive force. The shingles had to be lifted to expose the fasteners beneath them. There was no alternate path to reach the skylight flashing.

The approved scope required us to perform an action that the existing materials could not withstand.

Why Material Transfer Changes the Repair

Material transfer is more significant than many homeowners realize.

When two shingles are sealed together, separating them should not remove portions of the shingle itself. If the asphalt, granule surface, or backing transfers from one shingle to another, the shingle has sustained physical damage.

The remaining surface may no longer provide a suitable area for adjoining shingles to overlap and seal correctly. Installing a new shingle over torn or materially damaged surrounding shingles does not recreate the original roofing system.

It creates a patch involving compromised materials.

In this case, every additional shingle we attempted to separate would have created another damaged shingle. Continuing toward the skylight would have expanded the damage across an area that was not included in the insurance scope.

Even if we eventually reached and replaced the skylight, the roof surrounding it would have been left in worse condition than it was before we began.

That is not a successful repair.

Why We Stopped Immediately

Once it became clear that the shingles could not be separated without damage, we stopped the work.

We were now causing damage to materials that had not been approved for replacement. Continuing simply to complete the skylight line item would have been irresponsible.

At that point, our responsibility was not to force the repair to match the estimate. Our responsibility was to preserve the roof, document the field conditions, and notify the insurance company that the approved scope was not feasible.

Because the shingles had been labeled before work began, we could identify exactly which shingle was affected. During the video, we documented what action was being performed and what happened to that specific shingle.

We showed when material transferred, when a shingle tore, and how little pressure was required to cause the damage.

We then provided the documentation to the insurance company and asked what direction it wanted us to take.

That last step is important. A roofing contractor documents the physical condition of the roof and explains whether a proposed repair can be completed properly. The insurance company determines coverage according to the policy.

Those are different responsibilities.

The contractor should not exaggerate the damage or promise the homeowner that the insurance company must approve a full replacement. At the same time, the contractor should not knowingly perform a repair that damages the roof simply because an estimate says the repair is approved.

Another Repair That Changed the Entire Scope

I encountered a similar situation on a different insurance claim, although the repair itself was much smaller.

In that case, the insurance company had approved replacing two damaged shingles.

To install one of the lower replacement shingles, we needed to lift the existing shingle above it. That is a normal and necessary part of a shingle repair because the upper shingle covers the fasteners securing the lower shingle.

As we carefully lifted the upper shingle, it began to crease and lose granules.

The upper shingle had not originally been included in the approved scope. However, it could not withstand the manipulation required to replace the approved lower shingle.

We documented the attempt and demonstrated that completing the two-shingle repair would damage additional shingles. In that particular claim, the insurance company ultimately expanded the scope to a full roof replacement.

That outcome does not mean every failed shingle repair automatically qualifies a roof for replacement. Insurance coverage depends on the policy, the cause of loss, the roof’s condition, the documentation, and the insurance company’s evaluation.

What the repair attempt established was more specific: the original two-shingle repair could not be completed without creating additional damage.

The original repair assumption did not survive contact with the actual roof.

What Is a Roof Repairability Test?

Some people in the roofing and insurance industries call this a brittleness test. Haag Global has discussed the industry’s use of that term when evaluating whether asphalt shingles can be repaired. Haag Global’s technical discussion is available here.

I believe the more useful term is a repairability test or controlled repair attempt.

The real question is not simply whether a shingle feels brittle. The real question is whether the approved repair can be completed using proper installation methods without damaging surrounding materials.

A meaningful repairability evaluation should answer questions such as:

  1. Can the sealed shingles be separated without tearing or material transfer?

  2. Can the upper shingles be lifted far enough to access the covered fasteners?

  3. Can the replacement material be installed using the required fastening method?

  4. Can the surrounding shingles be returned to their original position without creasing?

  5. Can the repaired area be properly integrated into the existing water-shedding system?

  6. Will the roof be in equal or better functional condition when the repair is finished?

If the answer to those questions is no, the problem is not that the contractor dislikes the scope. The problem is that the scope may not produce a successful repair.

What Proper Documentation Should Look Like

Repairability should be demonstrated, not assumed.

Before disturbing the roof, the contractor should document the existing condition of the shingles and identify the exact materials that must be moved. Photos are helpful, but video often provides a clearer record because it shows the amount of pressure applied and the sequence in which the damage occurred.

A careful process may include:

  1. Photographing the repair area before work begins.

  2. Labeling or identifying the shingles that must be disturbed.

  3. Recording a controlled attempt to access the damaged component.

  4. Explaining each action while it is being performed.

  5. Documenting any tearing, creasing, granule loss, cracking, or material transfer.

  6. Stopping once the results show that continuing will spread the damage.

  7. Providing the evidence to the homeowner and insurance company.

  8. Requesting written direction before proceeding further.

The purpose is not to destroy multiple shingles until the evidence becomes impossible to ignore. The purpose is to use the least amount of disturbance necessary to determine whether the repair is feasible.

What Homeowners Should Ask

If a contractor tells you that an insurance-approved repair cannot be performed, ask to see the evidence.

A qualified contractor should be able to explain:

  • Which materials must be removed or lifted to complete the approved work

  • Why those materials cannot be disturbed safely

  • What happened during the controlled repair attempt

  • What additional damage would occur if the work continued

  • Whether the repaired area could still be properly tied into the existing roof system

  • What documentation was submitted to the insurance company

Homeowners should also ask the insurance company how it wants the contractor to proceed now that the field conditions have been documented.

The goal should be to create a clear record and obtain direction before additional materials are disturbed.

An Unrepairable Roof Does Not Automatically Mean a Covered Replacement

This is an important distinction.

A contractor may determine that a repair is not physically feasible. That finding does not allow the contractor to interpret the homeowner’s policy or guarantee that the insurance company will pay for a full replacement.

At the same time, an insurance estimate does not change how roofing materials are installed. If the only way to complete the approved scope is to damage additional materials, that condition should be evaluated before the work continues.

A good contractor should stay within the contractor’s role. Inspect the roof, understand the installation requirements, conduct a controlled repairability attempt when appropriate, document the results, and clearly communicate the findings.

The evidence should speak for itself.

The Measure of a Successful Repair

Insurance companies evaluate losses and determine what is covered under the policy. Roofing contractors are responsible for understanding how roofing systems are taken apart, installed, and tied back together.

An insurance estimate may be the starting point for a repair, but the roof itself ultimately determines whether that repair is physically possible.

Homeowners should understand that roofing repairs need to make sense. A roof is one connected system, and repairs should only be performed when the new work can successfully integrate with the existing shingles, flashing, underlayment, ice and water protection, and surrounding components.

Many roofs can be repaired successfully. When they can, a properly completed repair may be the most reasonable solution.

But when the materials cannot be separated without tearing, creasing, or transferring material, forcing the repair is not the answer.

The most responsible decision may be to stop, document what happened, and ask for the scope to be reevaluated.

Completing an approved line item is not the true measure of success.

Leaving the homeowner with a functional roof that is not worse than when the work began is.
